Thinking Big about Energy Security and Governance

June 11-14, 2015- Luslawice, Poland

The European Music Center, established by the composer Krzysztof Penderecki in the Polish village of Luslawice, was the place choosen to receive 25 participants invited by BMW Foundation, among them was our Managing Director Alejandra Cámara.

As a result, participants from Russia, Turkey, China, Kyrgyzstan, Saudi Arabia, and various EU countries, met on June 11-14 to discuss the topic of Energy Security and Governance.

Among the participants were: Michael Schaefer (Chairman of the Board of Directors of BMW Foundation and former German ambassador in China), Abdullah Al Shehri (Governer, Electricity and Cogeneration Regulatory Authority in Riyadh), Annette Bickmeyer (Vice President Sustainability EON),Christian Grossman (Director Climate Change IFC/World Bank), Enno Harks (Senior Political Advisor and Deputy Director External Affairs BP), Djoomart Otorbaev (Former Prime Minister of the Republic of Kyrgyzstan), Ahmet Lokurlu (CEO Solitem Group), André Loesekrug-Pietri (Director A Capital Funds). Particular emphasis was on the question of how, given current conflicts, the relations between and among Europe, Russia, Central Asia and China can be shaped on the basis of mutual interests.

Two strands of discussion developed:

1. Input and Ideas for the European Energy Union : aiming to enhance supply security, sustainability, and competitiveness, the European Energy Union focuses on efforts to strengthen integration and coordination within the European Union.

2. China’s New Silk Road: China is shifting away from taking a rather passive foreign policy approach to setting the agenda. China’s advocacy of the Asian Infrastructure Investment Bank (AIIB) and its Silk Road policy (“one belt, one road”) are recent manifestations of this new role. These initiatives do not necessarily conflict with existing governance institutions such as the World Bank or the Asian Development Bank. They are an indication, however, that China is willing and capable of creating new structures if it (rightly) sees its political and economic interests as insufficiently acknowledged.

The meeting run smoothly and it was an exceptional gathering for networking.
